Due to the increasing trade volume, the transportation solutions play an important role in accelerating the economic growth of countries. The developed economy allows to open the way for various investments to be made to the country with the high level of prosperity.

In our country, the road transportation have higher ratio than other transportation options by freight and passenger transportation solutions. Thanks to investments made in railway and airline transportation in recent years, these transportation sectors have also been developed. In addition, the increase in trade from Asia to Europe in recent years has become even more important because the geographical location of Türkiye.
The needs on the transportation sector is increasing every year due to increasing population and consumption materials in different countries. Due to the increasing number of vehicles and population density, the energy demands used in the transportation sector are increasing day by day. However, it is very important to make transportation options more efficient due to adverse environmental impacts.

By integrating technological developments in all transportation sectors, the transportation is aimed to be completed more securely, quickly and cheaply. Intelligent Transportation Systems (ITS) applications, which began in 1914 with the use of the first traffic lights in the United States, offer a variety of uses today. Within the scope of vehicle, fleet, logistics and infrastructure operations, it is aimed to provide the requirements and improvements for sector needs. In this context, ITS is aimed to make the transportation sector more efficient and environmentally friendly with applications such as navigation systems, automation systems, vehicle assistance equipments.

Today, some of the Intelligent Transportation Systems applications are traffic forecast, fleet management, weather forecast, route planning, vehicle monitoring systems, accident management, driver assistance systems, image processing and waste energy management. By addressing these topics, our journal aims to cover both industry needs and academic developments.

Our journal, which includes studies carried out within the scope of current topics, uses the double-sided blind refereeing process and the authors do not know the names of the referees and the referees do not know the names of the authors on all the steps of the review process. Our journal, which serves the academic world within the scope of open access policy, does not charge any fees from the authors in the process of accepting and publishing articles. During the article acceptance, the entire publishing process is followed using the DergiPark online system provided by TUBITAK-Ulakbim. Thanks to the infrastructure provided by DergiPark, the articles within our journal aim to enable different audiences to reach by becoming open to national and international access. Moreover, it aims to become the most read magazine in Turkiye and reaches the number of article downloads in the field of Intelligent Transportation Systems scanned in national and international indexes.

Since Intelligent Transportation Systems are interdisciplinary topic and applications inter-sectoral, the Journal aims to make an important contribution to the world of science with its structure concerning logistics, transportation, communication and information fields of Engineering, Technical Sciences, Basic Sciences and Social Sciences. Author Guidelines

Bandırma Onyedi Eylül University, BAUSMER (Bandırma Onyedi Eylül University Intelligent Transportation Systems Application and Research Center), the Journal of Intelligent Transportation Systems and Applications (hereafter JITSA) aims to publish high quality works that can contribute to the Engineering, Technical Sciences, Basic Sciences, Social Sciences, Logistics, Transportation, Communication and Information fields; by purely scientific means and/or applied sciences. After preliminary examination in terms of form and content, articles submitted to the JITSA are submitted to at least two referees for evaluation. Articles that received positive results from the referees are promoted to the publication process. If a positive and a negative result is received from the referees, the article is sent to a third referee if deemed appropriate by the Journal Editor.

PUBLICATION PRINCIPLES:

1. Articles submitted to the JITSA must not have been published nor submitted for publication, anywhere.

2. Articles written in either Turkish or English are published in the journal. The responsibility of the studies published in the journal in terms of scientific accuracy, results or terminology and language used belongs to the author(s).

3. In our journal, not only studies from academicians, but also researchers and practitioners will be evaluated.

4. Papers previously only presented at conferences and not published in full text, only published as abstracts, are accepted for publication evaluation.

5. Articles should be sent in electronic form. To submit articles and to be able to follow the stage of the article(s) in the evaluation process, the author(s) must sign up as a member and sign in to the Dergipark website. Personal information of author(s) that send articles to JITSA (only the personal information that author(s) entered on the Dergipark website), will be shared (partially or in full) with the JITSA editorial board, and will be used only for the purposes described on the web site, and will not be accessible for any other purpose or for any other third party.

6. The evaluation reports can be easily followed by the authors. The information about the evaluation process of the articles that has been sent to the JITSA is shared with the author(s) only through the Dergipark website.

7. Author(s) will upload their article file without any author information. Author information will be uploaded as a separate credential file with the title of the article. The credential file must contain ORCID numbers of all authors. Uploaded file should be in the latest MS Office Word format. Applications that are not made in accordance with the JITSA rules are not included in the evaluation process.

8. JITSA uses double-blind review method for article evaluation. Any information regarding the identity of the author(s) is redacted in the articles that are sent to the referees.

9. Articles submitted to JITSA are sent to at least two referees after a preliminary examination of form and content. Articles received positive opinions from the referees are taken to the publication process. If a positive and negative report is received from the referees, the work shall be sent to a third referee if deemed appropriate by the Journal Editorial Office. In the process of appointing referees, the referee is absolutely not appointed from within our university in the studies from our university. In the studies coming from outside our university, if needed, a maximum of one referee is appointed from within our university.

10. The authors who submit an article to JITSA agree to the referee evaluation conditions and process of the journal.

11. Articles that do not comply with the rules of spelling or grammar are returned to the authors after preliminary examination without being sent to the referees by JITSA. All kinds of shape and content changes may be requested from the authors of the preliminary assessment articles.

12. During the layout work, the authors has to respond to posts made for control and correction within specified periods. The articles of the authors who do not respond the specified periods are postponed for consideration in the next issue.

13. The evaluation process is sorted as of the date of submission of the completed articles and published in the relevant issue of the journal. For articles accepted for publication, the authors will be sent an acceptance letter if they wish. Two articles of the same authors are not published at once.

14. In addition to original research, translations are published from time to time in JITSA. The copy showing where the translation was published should be sent to the journal as an attachment to the Article with the approval of the authors and the journal in which the first publication was published.

15. In line with the reports from the referee, it is decided to publish the article, to ask the authors for correction, additional information and abbreviations within the framework of the report, and this decision is communicated to the authors through the system. The authors are obliged to make all the changes requested by the referees. Work will not be published without the desired changes.

16. All publishing rights of the articles accepted and published in the journal in written and electronic media belong to the Journal of Intelligent Transportation System and Applications.

17. No royalties are paid to authors for works published in the journal. In relation to articles accepted or published, the author or authors transfer copyright directly to JITSA without any procedure.

18. The opinions in the articles published in the journal and the responsibility in this regard belong to the authors.

19. Articles accepted or published may not be reproduced or published in any way without the written permission of the Journal of Intelligent Transportation System and Applications. However, it can be cited if the source shows it.

20. It is not possible for the authors to withdraw the studies submitted to JITSA and initiated the evaluation process, nor is it suitable for scientific ethics. Taking this issue into account by the authors, sending the publication to our journal will prevent the parties from suffering academic ethics as well as possible loss of effort and time.

ETHICAL PRINCIPLES AND PUBLICATION POLICY


Publisher's Responsibilities

"Journal of Intelligent Transportation Systems and Applications" began its publishing life in 2018 and is published by Bandirma Onyedi Eylül University, which is two numbers a year. The Publisher is a public institution and publishes scientific work with an open access policy. The following are the ethical responsibilities the publisher must adhere to.


• After the first evaluation of the scientific studies submitted to the journal is made by the editor, the field editors are appointed to the experts in the field and accept seizing the scientific evaluation process.
• The publisher provides the installation of the journal into electronic media and free access to journal publications due to its open access policy.

Author (s) Responsibilities

• Author(s) must have Ethics Committee Permission for research conducted in all disciplines that require ethics committee approval. Ethics Committee Permission must be specified and documented in the article. In researches requiring Ethics Committee Permission, information about the permission (name of the board, date and number) should be included in the method section and also on the first / last page of the article. In case reports, the information that the informed consent form was signed should be included in the article.
• The author(s) acknowledges and declares that the publications they submit have not been published in any journal before.
• Author(s) can not send the same article to more than one journal at the same time. For each post, they should wait for the shipping process to the previous journal to be completed.
• The author(s) agrees that the article they submit will be thoroughly examined.
• The authors(s) may request raw data from the studies if needed by the arbitrators in the evaluation processes. In such cases, the requested data from the author(s) is expected to be transmitted.
• The author(s) are obliged to correct the parts that are deemed incomplete or requested to be corrected as a result of scientific examinations of the arbitrators appointed by the editors/field editors of the articles.
• Author (s) should provide a Declaration of Contribution Rate of the researchers for multi-author articles at the end of the article; If there is an institution or organization where the articles are supported, they should submit a Statement of Support and Acknowledgment, and if there is a conflict, a Conflict Statement.
• The author(s) must show and refer to the bibliography in full for the scientific information they provide in the article.
• In the event of any conflict of interest, the author is obliged to share this situation with the publisher and journal editor, issue a statement of error, issue a compensation notice, or withdraw the work if deemed necessary, if the publication of the publication is found to be in violation of ethical principles.
• The author(s) should prepare the articles they have prepared in accordance with the topics and ethics rules accepted by the journal.
• The author(s) should prepare the articles they submit in accordance with the journal's spelling rules.
• The names of people who do not contribute to the article should not be given as authors.
• The author(s) accept that they have all the responsibilities arising from the articles in the article.

Reviewer’s Responsibility

In the evaluation processes of articles such as "Journal of Intelligent Transportation Systems and Applications", reviewers use the double-blind evaluation method in which they do not see the author(s) in their reviewer. It is thought that the "double-blind peer-review" system positively affects quality. In this respect, the reviewer can not communicate directly with the author(s) and communicate with the forms opened on the journal's park system. The ethical responsibilities expected of the arbitrators are given below. 

• Reviewers are expected to referee only articles in their area of expertise.
• They are expected to make their assessments within the framework of impartiality and privacy policies
• For the articles they agree to referee, they must make an assessment within the period given to them.
• When the arbitrators understand that there is a conflict of interest in the article, they should refuse to evaluate the article by informing the editor about the subject.
• Reviewers are expected to make a polite, constructive, and kind suggestion in a manner that does not offside the other person in their criticism.
• Reviewers are expected to be sure that there is no personal information in the files uploaded for the author(s) to view.

Editor’s Responsibility

The editor and field editors of the Journal of Intelligent Transportation Systems and Applications must have ethical duties and responsibilities based on the guidelines "COPE Code of Conduct and Best Practice Guidelines for Journal Editors" and "COPE Best Practice Guidelines for Journal Editors" published by the Committee on Publication Ethics (COPE)as open access.

• Editors should actively evaluate the views of authors, readers, referees and editorial board members on the development and improvement of journal processes.
• Editors should conduct processes to improve the quality of the work published in the journal and show clarity and transparency in terms of publication in matters that require correction and explanation.
• Editors should make sure that the article provides academic integrity when deciding to publish articles.
• Editors are responsible for implementing the "Blind review and evaluation process" policies in the journal's editorial policies. In this context, editors should ensure that the evaluation process of each work is completed fairly, impartially and in a timely manner.
• Editors should take care that the published works contribute to the reader, researcher, practitioner and scientific literature and are of a unique nature.
• Editors should make a positive or negative decision based on the importance and validity of the studies, clarity of expression, and the journal's goals and objectives, and should not ignore the positive referee suggestions unless there is a serious problem with the article.
• Editors should be alert to intellectual property issues and work with their publisher to handle potential breaches of intellectual property laws and conventions. In addition, they take the necessary measures to ensure that the content of the published articles does not infringe the intellectual property rights of other publications; They do the authenticity-similarity check.
• Editors are responsible for ensuring the protection of personal data relating to subjects or images in the evaluated work. Responsible for refusing to work unless the express consent of the individuals used in the studies is documented. In addition, editors are responsible for protecting the individual data of the author, the referee, and the readers.
• Editors should ensure that all editorial board members advance processes in accordance with editorial policies and guidelines. The editorial board should inform its members about the publication policies and keep them informed of the developments.
• Editors; is obliged to ensure the protection of human and animal rights in the evaluated works. Ethics committee approval for the subjects used in the studies is responsible for refusing to work in cases where there is no permission for experimental research.
• Editors; is responsible for publishing every article published in the journal in accordance with the journal publishing policies and international standards.
• Editors; is obliged to take precautions against possible misconduct and misconduct. It is the responsibility of the editor to conduct a rigorous and objective investigation into the identification and evaluation of complaints, as well as to share findings on the subject.
• Editors; It guarantees that the publishing process of the works is completed independently and impartially, taking into account the conflicts of interest between the author (s), referees and other editors.
• The relationship between editors and publisher is based on the principle of editorial independence. In accordance with the written contract between the editors and the publisher, all decisions taken by the editors are independent of the publisher and the journal owner.

Some of the Actions Considered to be Against Scientific Research and Publication Ethics

• Plagiarism: Showing others' original ideas, methods, data or works as their own work, partially or completely, without citing scientific rules,
• Forgery: Using data that does not actually exist or has been falsified in scientific research,
• Distortion: Falsifying the research records or data obtained, showing the devices or materials not used in the research as being used, falsifying or shaping the results of the research in line with the interests of the people and organizations,
• Republishing: To present repetitive publications as separate publications for academic appointments and promotions,
• Slicing: To present these publications as separate publications in academic appointments and promotions by dividing the results of a research into pieces in a way that disrupts the integrity of the research and inappropriately, and publishing in more than one issue,
Unfair authorship: Including people who do not have active contribution among the authors or not including those who are, changing the author's order in an unjustified and inappropriate manner, removing the names of those who have active contribution from the work in subsequent editions, including their names among the authors by using their influence even though they have no active contribution,
• Not specifying the supporting persons, institutions or organizations and their contributions in the publications made as a result of researches conducted with the support,
• Using thesis or studies that have not been submitted yet or have not been accepted as a source without the permission of the owner,
• Failing to comply with ethical rules in research conducted on humans and animals, not respecting patient rights in publications, harming animal health and ecological balance, not obtaining necessary permissions,
• Misusing resources, spaces, facilities and devices provided or allocated for scientific research,
• Making false or misleading statements regarding scientific research and publications in academic appointments and promotions.

Our journal is an open access journal whose editorial fee is paid by the author.

I. FEES FROM READERS and/or SUBSCRIPTION SYSTEMS
a. Our journal, which serves the academic world within the scope of its open access policy, does not charge any fees from its readers.

II. AUTHOR FEES
a. The publication fee to be paid by the author is requested before the article is uploaded. Each article submission fee is 500.00 TL.
b. The price requested from the articles sent to our journal for publication is not subject to the Acceptance / Rejection condition in any way. This condition is carried out in accordance with the decision numbered 2021.18.643 on Predatory/Shabby Magazines taken at the session of the Council of Higher Education dated December 30, 2021 and numbered 2021.18.
c. The fee payment requirement applies to all authors. Payments are in a transparent and auditable structure, which applies equally to each author. Reports on this issue are published in our journal at the end of each year. The fee is calculated by the authors jointly (jointly) in equal proportions among themselves. Payment is made from the authorized author's account.
d. Article fee payments will be requested for articles that will be uploaded to the system as of 09/09/2022.
e. During the submission of the article, the e-receipt of the payment must be uploaded to the system. Receipt information should include the title of the article and the name, surname of the responsible author and the identification number of the country of citizenship. It is the author(s) responsibility to include this information on the receipt.
